At this meeting, the heads of the neighborhood development councils, while presenting a report on the status of the covered neighborhoods, addressed the issues, problems, and needs of citizens in various areas, including construction and municipal services, the condition of streets and lighting, the shortage and improvement of public and cultural spaces, the development of sports and recreational spaces, and social issues. Alireza Mahmoudi, the mayor of Arak, emphasized the importance of citizen participation in city administration at this meeting and stated: The neighborhood development council is not merely an entity affiliated with the municipality, but a platform for cooperation among all executive bodies, responsible institutions, community groups, and citizens in identifying and resolving neighborhood issues; because no single organization can alone respond to all the needs of a neighborhood. Referring to the need for synergy among institutions and avoiding fragmented actions, he added: Neighborhood issues must be identified and prioritized precisely, and the councils’ specialized committees should also, by leveraging the capacity of experts, elites, trusted figures, and social activists, pursue the topics in an expert and operational manner. The mayor of Arak also emphasized the role of people in the decision-making process and solving urban issues, stating: Urban management seeks to ensure that all cultural, construction, and service-related actions and programs implemented in neighborhoods are pursued with the awareness and cooperation of the neighborhood development councils; because the members of these councils, due to their direct connection with citizens, have a more accurate understanding of the needs, priorities, and capacities of their neighborhood. Mahmoudi went on to describe the neighborhood development councils as an opportunity to strengthen two-way communication between people and officials, and stressed the need for regular meetings, documenting demands, following up on resolutions, and creating a clear mechanism for referring and addressing neighborhood issues. He noted: The purpose of forming these councils is not to create a new title in the administrative structure, but to form a social and participatory movement so that people move from being spectators of city management to real participants in decision-making and solving neighborhood issues. This meeting was held in line with achieving participatory management, strengthening social capital, and moving toward balanced development and improving the quality of life in the neighborhoods of Arak city.
